About This Project
Zebulon Regional Sports Complex is a planned 500-acre regional sports and recreation development located in Sterling Ranch in northwest Douglas County, near Moore Road and Waterton Road just south of C-470. The project is being delivered through a public-private partnership with KT Development, which was unanimously approved by Douglas County commissioners in March 2026. Designed as a destination-scale youth athletics hub, Zebulon responds to rapid population growth in the region and increasing demand for high-quality sports infrastructure. The development will be built in multiple phases, beginning with an approximately 46-acre first phase anchored by a roughly 239,000-square-foot indoor sports facility. Initial programming is expected to include three ice rinks, indoor basketball and multi-use courts, and a mix of baseball and soccer fields. Future phases will expand the complex into a full regional destination with additional athletic facilities, a sports dome, and supporting retail, dining, and event-oriented uses. A defining component of the project is its land use strategy, with more than 400 acres of the site preserved as open space, including wildlife corridors and natural buffers. This approach reflects extensive community feedback prioritizing both conservation and expanded recreational amenities. Zebulon is positioned to serve as both a community asset and an economic driver, with the ability to host regional and national tournaments while reducing the need for local families to travel out of state for competitive sports. The project is supported by voter-approved funding and will be designed, constructed, programmed, and operated by KT Development. At full buildout, Zebulon represents one of the largest sports complexes in Colorado and a significant long-term investment in Douglas County’s growth and recreation infrastructure. The development is positioned to address growing demand for youth sports facilities while preserving a significant portion of the site as open space.

Douglas County commissioners unanimously approved a contract with KT Development during a Special Business Meeting on March 31, advancing the Zebulon Regional Sports Complex into its next phase. The agreement authorizes KT Development to design, build, program, and operate the project as part of a public-private partnership. Commissioners emphasized that the decision reflects more than a year of community input and aligns with voter-approved funding priorities focused on youth sports and open space preservation. The vote signals a major step forward in delivering one of the county’s largest planned recreation investments.
