Greeley voters have approved Ballot Issue 1A, repealing Ordinance 30-2025 and overturning a key rezoning tied to the proposed Catalyst and Cascadia development area.
According to unofficial final election night results posted at 10:02 p.m., 20,848 ballots were counted. A total of 11,342 voters, or about 54%, voted yes to repeal the ordinance, while 9,506 voters, or about 46%, voted no.
The ordinance had rezoned approximately 834 acres on Greeley’s west side to a Planned Unit Development district. The zoning was central to plans for Catalyst, a proposed city led entertainment district anchored by a new Colorado Eagles arena, additional ice facilities, an indoor water park and a conference hotel. Cascadia is the adjacent privately led mixed use development planned to include housing and commercial space.
With the repeal approved, the property will revert to its prior zoning designation. The vote does not automatically cancel the broader vision for the area, but it removes the current PUD framework approved by City Council and forces next steps to be reconsidered.
The outcome follows months of debate over public financing, including $115 million in certificates of participation already issued, and broader concerns about taxpayer exposure and long term debt obligations. Supporters of the repeal argued the project structure carried too much financial risk. Opponents warned that undoing the zoning could stall economic development, job creation and future tax revenue tied to the site.
Results remain unofficial pending required post election processing and verification. City leaders are expected to outline next steps in the coming weeks.
