A rezoning proposal at 5101 & 5115 N Milwaukee Street in Elyria Swansea is now heading toward its final City Council hearing scheduled for May 18, marking the last step in Denver’s public approval process.

The proposal, led by The Zeres Group, would rezone the site from single-unit residential to allow duplex development, introducing additional housing density while aligning with Blueprint Denver and the Elyria Swansea Neighborhood Plan.

The two parcels that make up the rezoning are currently under single ownership and function as one economic unit. However, the property at 5101 N Milwaukee is under contract to Zeres Groyup, while 5115 N Milwaukee is expected to remain under current ownership.

Currently, 5101 N Milwaukee serves as a driveway for 5115 N Milwaukee. Under separate ownership, this access would likely be eliminated if the new owner constructs a building on the lot. The property at 5115 N Milwaukee does include a garage with access from the rear alley, so parking would still be available for the home.

City review has emphasized that the rezoning supports incremental residential growth in a neighborhood historically shaped by industrial uses and infrastructure projects like I 70, while maintaining compatibility with surrounding low scale housing.

As the project approaches its final vote, new market activity has emerged immediately adjacent to the site. Two neighboring homes have recently been listed for sale, adding to the evolving context along this stretch of Milwaukee Street.
