A long vacant RTD owned site along York Street could soon be redeveloped under a new concept proposal led by Resource Housing Group.
The plan calls for a 4 story residential building with approximately 136 workforce housing units and common amenity space on vacant parcels near East 40th Avenue and York Street. RTD owns the property, and the proposal was submitted by Resource Housing Group, a nonprofit affordable housing developer with a national portfolio.
The site is currently zoned I-B, a general industrial district, with a UO-2 billboard overlay. The project team is seeking a rezoning to I-MX-5, which would allow industrial mixed use development up to 5 stories while maintaining the billboard overlay. If approved, the rezoning would enable higher density residential use on land historically reserved for industrial purposes.
According to the concept materials, the project is expected to generate a peak sewage flow rate of 0.154 cubic feet per second based on maximum residential density. Service would be provided through up to two connections to existing sanitary sewer mains located in adjacent public streets.
The project team includes Kimley-Horn as the civil engineer and KTGY as the architect, both firms with extensive experience in large scale multifamily and transit oriented development.
The proposal adds to a growing cluster of RTD related housing projects in the area. Directly across the street, RTD submitted a concept plan last year for a separate 313 unit apartment building that includes 94 affordable units.
Not too far in Five Points, the Hattie McDaniel 62 unit affordable condo development is nearing completion. That site was sold by RTD to an affordable housing developer and now serves as a recent example of how transit owned land along York Street is being converted into long term housing.
Together, these projects reflect a broader wave of RTD owned properties moving through Denver’s development pipeline in 2026. They also signal a continued push to extend higher density residential development beyond the core 40th Avenue corridor and deeper into the Elyria Swansea area.
If approved, the Resource Housing Group proposal would further cement the York Street corridor as one of the most active zones for transit adjacent housing development in north Denver.
